Abstract
The African Union Digital One Health Information Policy and Associated Information Architecture Framework represents a milestone initiative by the AU-IBAR to strengthen multisectoral collaboration and advance integrated digital health governance across Africa. Anchored in the One Health approach, which recognizes the interconnectedness of human, animal, and ecosystem health, the Framework provides a comprehensive blueprint for establishing interoperable, decentralized, and secure digital systems that enhance prevention, detection, preparedness, and response to health risks. Building on the AU Digital Transformation Strategy (2020–2030), Agenda 2063, and the Africa CDC Digital Health Transformation Strategy, the Framework outlines key policy guidance on data governance, interoperability standards, capacity building, and federated data architectures based on Data Mesh principles. It emphasizes data as a shared public good, treating it as a product with defined ownership and measurable value—while safeguarding sovereignty, privacy, and inclusivity. Supported by the Federal Ministry for Economic Cooperation and Development (BMZ) and GIZ, the Framework also introduces the AU Digital One Health Platform (AU-DOHP) prototype, designed to facilitate real-time, cross-sectoral data integration and analytics for evidence-based decision-making. Ultimately, the Framework aims to create a digitally empowered One Health ecosystem that promotes collaboration, innovation, and sustainability in improving the health of people, animals, and the environment across the continent.
