Abstract
This report evaluates Libya’s national fisheries and aquaculture policies in relation to the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), as well as pertinent global and regional instruments. Despite Libya’s extensive Mediterranean coastline and copious marine resources, the sector is still underdeveloped and inadequately integrated into national development and climate adaptation strategies. The review emphasises substantial institutional and policy deficiencies.
