Zusammenfassung

Lesotho’s fisheries and aquaculture sector, though relatively small, has significant potential due to the country’s extensive freshwater resources. However, its growth and sustainability are hindered by several structural and policy challenges. The sector currently lacks a dedicated national policy and regulatory framework, with governance relying on outdated legislation, including the Freshwater Fish Protection Proclamation of 1951. Institutional weaknesses, limited monitoring and surveillance mechanisms, and insufficient integration of climate change adaptation strategies further constrain sustainable fisheries management. In addition, the sector faces barriers to market access, weak value chain development, and limited engagement with small-scale fishers, women, and youth.
