Abstract
The IBAR (Interafrican bureau for animal production) has organized a consultancy in order to develop a framework for a sustainable regional observer program as well as a functional regional fishing vessel register for the five “regions” of Africa. This report focusses on countries in Northern Africa: Morocco, Algeria, Tunisia, Libya and Egypt.
