Abstract
The Pan African Strategy for the Preservation of Donkey Species in Africa (2026–2035) provides a continental framework to safeguard donkey populations, enhance their welfare, and promote their sustainable utilisation across African Union Member States. Developed under the leadership of AU-IBAR in response to Executive Council decisions and the adoption of an Africa-wide moratorium on donkey slaughter for skins, the Strategy addresses the rapid decline in donkey populations, driven by the unsustainable skin trade, weak policy protections, and inadequate welfare standards. Recognizing donkeys as sentient beings and vital contributors to rural livelihoods, food security, gender equity, and climate resilience, the Strategy aligns with Agenda 2063, CAADP, LiDeSA, AWSA, and the Sustainable Development Goals. It outlines six strategic objectives: improving health and welfare; strengthening sustainable production and value chains; harmonizing policies and enforcement of the moratorium; advancing research and data systems; enhancing communication and knowledge management; and mobilizing resources and partnerships. Through coordinated continental, regional, and national action, strengthened monitoring and accountability mechanisms, and inclusive stakeholder engagement, the Strategy seeks to secure a flourishing donkey population that supports biodiversity, socio-economic development, and the resilience of communities dependent on working equids across Africa.
