The report recommends establishing or strengthening intersectoral coordinating mechanisms for adopting, ratifying, domesticating, and implementing Global Instruments related to aquatic biodiversity, climate change, and environment management at the national level. It also reviews and strengthens national strategies for coordination and implementation of Multilateral Environment Agreements. The report emphasizes stakeholder mobilization, mainstreaming of aquatic biodiversity conservation into local community management structures, domesticating all relevant Global Instruments, strengthening human resource, policy, institutional, financial, and technological capacity, increasing resource mobilization, creating sensitization mechanisms, and establishing a mechanism for periodic monitoring of Instruments' status.en
