The AU-IBAR 2025 Annual Report provides a results-oriented overview of AU-IBAR’s impact in 2025, highlighting measurable progress across animal health, livestock production, fisheries, and trade. During the year, 15 Member States were supported to strengthen national strategies for the eradication of Peste des Petits Ruminants, while 30 countries were assessed using the PPR Monitoring and Assessment Tool to track progress toward the 2030 eradication target. The report also notes the operationalisation of the African Union Digital One Health Platform, improving data sharing and coordinated responses across sectors.&#13;
&#13;
In strengthening animal production systems, over USD 20 million was mobilised through feed and fodder initiatives, with 6 countries implementing data systems to enhance evidence-based livestock planning. In the fisheries sector, 28 countries aligned policies with continental frameworks, and 723 individuals (including 422 women) were trained in governance and aquatic biodiversity conservation. Additionally, AU-IBAR facilitated the development of 62 African positions on global animal health and food safety standards, strengthening the continent’s influence in international decision-making.&#13;
&#13;
The report is anchored in high-level continental and global commitments, including Agenda 2063, the Comprehensive Africa Agriculture Development Programme, the Livestock Development Strategy for Africa, the Policy Framework and Reform Strategy for Fisheries and Aquaculture, the Africa Blue Economy Strategy, and the global PPR eradication target, which collectively guide implementation and align national actions with shared priorities.&#13;
&#13;
Overall, these achievements are contributing to enhanced food and nutrition security, strengthened livelihoods, improved animal and public health systems, and increased competitiveness of Africa’s animal resources sector in regional and global markets.

It promotes integrated water resources management, strengthened governance, investment in water infrastructure, and enhanced cooperation across shared water basins. The Vision also emphasises the role of innovation, human capacity development, and integrated water information systems in enabling science-based decision-making and climate adaptation. By positioning water as a strategic asset, the framework aims to improve livelihoods, strengthen ecosystem resilience, support productive sectors such as agriculture, livestock, fisheries, and energy, and drive sustainable development across the continent. Ultimately, it seeks to achieve a water-secure and resilient Africa with safe sanitation for all, ensuring long-term prosperity, stability, and environmental sustainability.

The AU-IBAR strategic plan 2024-2028, builds on experiences and lessons learnt from the implementation of previous strategic plans and is aligned to the Agenda 2063 especially aspiration number one on a prosperous Africa based on inclusive growth and sustainable development. It contributes directly towards implementation of Agricultural Productivity and Production priority area of Agenda 2063 Goal 5: Modern Agriculture for increased productivity and production, where it seeks to drive enhanced animal resource production and productivity. It also speaks to sustainable development and utilization of the fishery component of Agenda 2063 Goal 6: Blue/ ocean economy for accelerated economic growth.&#13;
&#13;
This strategic plan also supports implementation of animal resource targets of the Comprehensive Africa Agriculture Development Programme (CAADP); it also is the vehicle through which implementation of the Livestock Development Strategy for Africa (LiDeSA); the Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS;) and the Policy Framework on Pastoralism in Africa (PFPA); among others are implemented closely with all stakeholders including Regional Economic Communities (RECs), Member States, technical and funding partners, and the private sector.
This strategic plan builds on the successes and lessons learned from the implementation period for the AU-IBAR SP 2018-2023, addressing critical areas such as governance, production, health, compliance, market access, financial investment and knowledge systems.
