This factsheet enshrines the shared view of the African Union-InterAfrican&#13;
Bureau for Animal Resources (AU-IBAR) and Ethical Seafood Research (ESR) regarding&#13;
the welfare of aquatic animals. Taking into account the contents of key AU-IBAR guiding&#13;
documents relating to aquatic animals including the Policy Framework and Reform&#13;
Strategy and the Animal Welfare Strategy, this factsheet encompasses all uses of&#13;
aquatic animals in Africa with a primary focus on capture fisheries and aquaculture.&#13;
However, both parties recognise the important welfare issues facing aquatic animals in&#13;
the so-called ‘ornamental’ trade. This factsheet aims to highlight the importance of&#13;
aquatic animal welfare in Africa and raise awareness about the need for its&#13;
preservation.

Le processus de formulation a été dirigé par les institutions de l’Union africaine, à savoir l’UA-BIRA, l’Agence de planification et de coordination du NEPAD (APCN) et le Département de l’Economie rurale et de l’Agriculture de la Commission de l’Union africaine. Cependant, l’Union africaine a une dette de gratitude envers plusieurs institutions, pays et partenaires, qui ont considérablement contribué à la réalisation de ce processus, lequel a débouché sur la production du présent document politique et stratégique sur la pêche et l’aquaculture africaines. Nous sommes très reconnaissants envers les entités suivantes, pour le précieux soutien financier et technique qu’elles nous accordés, en particulier durant les processus de concertation : le Gouvernement espagnol, le Ministère britannique du développement international (DFID), le Fonds mondial pour la nature (WWF), l’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO), la Banque mondiale et le Programme régional ouest-africain de conservation des aires marines et côtières (PRCM). Nous remercions particulièrement DFID d’avoir subventionné le Partenariat international pour la gouvernance et le commerce dans le secteur des pêches africaines (PAF : International Partnership for African Fisheries Governance and Trade), ainsi que quelques-uns des travaux théoriques effectués par les divers groupes de travail politiques sur le PAF et la Première Conférence des Ministres Africains de la Pêche et de l’Aquaculture (CMAPA). La CMAPA a donné son aval politique au Cadre Politique et à la Stratégie de Réforme de la pêche et de l’aquaculture en Afrique.
Les avantages et les opportunités découlant des ressources halieutiques peuvent être actualisés pour atteindre l’objectif du PDDAA d’une contribution des ressources halieutiques à hauteur de 6 % à la croissance agricole sur le continent, améliorer la sécurité alimentaire et nutritionnelle et les moyens de subsistance et créer de la richesse. Quelques-unes de ces opportunités sont basées sur les considérations ci-après : &#13;
• les possibilités d’une augmentation du commerce de poissons et des investissements dans le secteur par l’amélioration des normes, la coopération régionale et les études de marchés ;&#13;
• le renforcement des capacités, par exemple pour augmenter la contribution de la pêche artisanale à &#13;
l’économie rurale en termes d’emploi, de sécurité alimentaire des ménages et d’emploi pour les &#13;
populations pauvres du milieu rural ;&#13;
• l’autonomisation des parties prenantes, y compris les groupes marginalisés tels que les femmes et les &#13;
jeunes, en vue d’une participation efficace dans les processus de gestion de la pêche
