This document reports on the 6th Conference of Ministers Responsible for Animal Resources.
The Conference, organised by the Interafrican Bureau for Animal Resources (IBAR) of the
Organisation of African Unity, was held at Africa Hall in Addis Ababa, Ethiopia from 18th to
22nd March, 2002.

The proposed Regional Livestock Development Programme for Eastern Africa (RELIDEPEA)
comprises a number of Projects which must be coordinated, facilitated, monitored and assisted,
particularly with policy issues that constrain livestock development at the national and regional
level. Resources at OAU/1BAR are insufficient to carry out these functions, Consequently an
important aim of the Programme will be to build the needed capacity within OAU/IBAR and to
establish a unit to:
.4#2 enable the organization to coordinate and manage livestock development programmes:
is monitor the policy environment within the region in order to identify policy constraints,
particularly those affecting implementation of RELIDEPEA, ensure that these constraints
are reported to IGAD (for action by the Council of Ministers), advise and assist donors
and others to coordinate development efforts and generally to advise OAU/IBAR on
livestock policy issues; and
do' establish and operate a regional livestock information unit to support the activities
described in the preceding point and to act as the source of livestock information and
data for the Region.
A unit to facilitate Programme implementation, address livestock policy issues and serve as the
livestock information centre for the region will be established (the logical framework is in
Attachment A). It is intended that the unit will continue thereafter as the project coordination,
livestock policy and regional livestock information unit as an integral part of OAU/1BAR.
Reflecting these roles it is proposed that the unit be known as the Coordination, Policy and
Livestock Information Unit (CPLIU).

The European Development Fund (EDF) of the European Union has provided fund for
the design of Animal Health and Related Management Information System Database. The
programme is to be coordinated by OAU/IBAR through national, sub-regional and
regional programmes.
Jolema Technologies (JT) is qualified to tender for the Animal Health and Related
Information Management System. We confirm that we have all the qualifications and
experience to take up and perform the technical services envisaged in the terms of
reference.

La ceremonie a ete ouverte par S.E.M Tamrat Layne, Premier Ministre du
Gouvernement de Transition de l'Ethiopie et presidee par le President sortant, S.E.
Dr. J.K. Arap Misoi, Vice-Ministre de l'Agriculture, du Developpement de 1'Elevage et
du Marketing de la Republique du Kenya.
Le President a souhaite la bienvenue aux delegues a la Conference. Il a fait savoir
que la plupart des resolutions adoptees a la reunion de Nairobi avaient ete mises en
oeuvre. 11 a, par ailleurs, declare que l'Afrique est assaillie par des problemes socioeconomiques qu'il faudra regler pour assurer le mieux-titre du peuple du continent .
L'accroissement de la production animale serait un moyen d'attenuer ces problemes
economiques.
S.E. Dr. Salim Ahmed Salim, Secretaire general de l'Organisation de l'Unite Africaine,
a egalement pris la parole a l'ouverture de la Conference. Dans son discours, le
Secretaire general a inclique que l'OUA attache une grande importance a
l'autosuffisance alimentaire en Afrique. Il a poursuivi en declarant que ceci est mieux
illustre par le fait que le premier chapitre du Plan d'Action de Lagos porte sur
l'alimentation et l'agriculture et que les Chefs d'Etat et de Gouvernement de l'OUA
s'etaient fixes comme objectif d'atteindre l'autosuffisance alimentaire d'ici l'an 2000.
Il a, par ailleurs, declare que la population africaine connait une croissance rapide
mais que la production alimentaire ne suit pas le rythme de la demande accrue
engendree par cette croissance estimee a 3% alors que le taux de croissance de la
production alimentaire n'est que de 2%.
Il a fait remarquer que le Projet PARC a non seulement reussi a juguler la peste
bovine mais it s'est aussi penche sur la question des reformes de politiques dans le
sous-secteur de l'elevage.
Dr. Salim a terming son allocution en remerciant l'Union europeenne et les autres
donateurs pour leur appui financier et technique au PARC.
S.E.M. Tamrat Layne, Premier Ministre du Gouvernement de Transition de l'Ethiopie
a, a son tour, souhaite la bienvenue aux delegues en Ethiopie.
Il a continue en affirmant que le defi actuel pour l'Afrique est de parvenir a juguler
la stagnation economique. Il a souligne que l'elevage est capital pour la subsistance
et le developpement economique de l'Afrique et que la Conference revet done une
importance dans la mesure oil elle est consacree au sous-secteur de l'elevage
